FG commences Twin Mandate Coverage to permit Federal Faculties of Training award Bachelor’s Levels, NCE

The Federal Authorities has commenced the implementation of the Twin Mandate Coverage that permits all Federal Faculties of Training (FCOEs) to award each the Nigeria Certificates in Training (NCE) and Bachelor’s Levels in Training.

This follows the enactment of the Federal Faculties of Training Act, 2023, signed into legislation by President Bola Ahmed Tinubu.

In line with a press launch dated Might 2, 2025, and signed by Folasade Boriowo, Director of Press, the rollout was formally introduced by the Honourable Minister of Education in Abuja, describing it as a important step in Nigeria’s trainer schooling reform.

“This laws, signed into legislation by President Bola Ahmed Tinubu, empowers FCOEs to concurrently award the Nigeria Certificates in Training (NCE) and Bachelor’s Levels in Training, marking a major milestone in Nigeria’s trainer schooling reform. 

The Twin Mandate Coverage represents not only a reform however a revolution in trainer preparation, enabling FCOEs to supply each NCE and Bachelor’s levels. Eligibility necessities  

The Federal Faculties of Training Act empowers any FCOE that meets the requirements of the Nationwide Universities Fee (NUC) to function underneath the brand new coverage.

The federal government clarified that the coverage is inclusive and doesn’t prohibit eligibility primarily based on the establishment’s age.

“In line with the Act, all FCOEs that meet the Nationwide Universities Fee (NUC) requirements are actually eligible to function underneath the Twin Mandate.
